We used this data to rank the countries where getting a visa has become a massive challenge.

We Are Seeing a New Barrier with the $15,000 Visa Bond
One of the most significant changes we have seen arrived in March 2026. The US government expanded a restrictive new rule that targets tourist visa applicants. This policy lets consular officers demand a $15,000 bond from people applying for a B-1 or B-2 visa. The program has grown to include 50 countries in an effort to reduce visa overstays.
Officers use this bond when they believe a traveler might stay in the US past their legal date. We know that if the traveler does not return home on time, they lose that money. For many people we see in developing nations, this cost is more than they earn in several years. We believe this serves as a financial wall that blocks lower-income travelers from even trying to visit.
However, there is hope for those affected as Spencer R. Munns explains, “We have watched travel rules get much tighter lately. In many countries, officers can now ask for a $15,000 bond, and if you don’t go back home exactly when you’re supposed to, you lose that money. However, because this policy is currently the subject of ongoing litigation in federal court, we anticipate that these requirements will likely be reversed in the coming months.” This potential legal victory could soon dismantle the financial wall that currently blocks many travelers from seeking a visa.

Our Findings on the 10 Most Restricted Countries
To help people understand these hurdles, we created our own Immigration Difficulty Index. We scored countries from 0 to 100. A higher score means we found it much harder for citizens of that country to get any kind of visa. Our research looked at travel bans, green card freezes, and how often tourist visas are denied.

1. Senegal as the Hardest Path to the US
We found that Senegal is currently the most difficult place to immigrate from. Our research shows a partial travel ban is in place and the US has stopped processing most green cards there. We noted that 74% of tourist visa applications are rejected. This means even a simple visit to see family is unlikely for most Senegalese citizens.
2. Burundi and a Near Total Freeze
Our data places Burundi second with a 69% refusal rate for visitors. We found that the US issues only 10 immigrant visas each month for this country of nearly 15 million people. This creates a situation where almost no one from Burundi can legally move to the United States.
3. Nigeria Facing High Demand and High Rejection
Nigeria faces massive blocks despite having the largest economy in Africa. We see more than 100,000 Nigerians looking for ways to move to the US every month. However, Presidential Proclamation 10998 significantly limits entry. We also tracked how new public charge rules have slowed down green card approvals, turning a difficult process into a dead end for many.
4. Gambia and the Highest Refusal Rate
We recorded the highest tourist visa refusal rate in the world in Gambia. US officials deny 3 out of every 4 applications we reviewed. Like Senegal, Gambia faces a freeze on green card processing, making family reunification nearly impossible.
5. Angola with Very Few Pathways Left
In Angola, the numbers for permanent moves are even lower. Our study shows less than one person per 100,000 residents gets an immigrant visa each year. Most residency pathways are now closed because of strict rules on eligibility.
